Department of Health shall convene a task force including representatives from the Department of Health, Hawaii birthing facilities, the Hawaii section of the American Congress of Obstetricians and Gynecologists, and the Healthcare Association of Hawaii.

Task force shall collect data on the number of elective pre-term pregnancy deliveries in Hawaii and determine whether this poses a public health threat.

If the task force finds elective pre-term deliveries are a significant problem, it shall develop approaches and measures to address the issue.

Task force shall also collect data to determine whether Hawaii needs a point-of-care newborn screening program.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2014 regular session convenes; appropriation provided for fiscal year 2013-2014 to reimburse task force members for expenses.
