Establishes the Hawaii Interagency Obesity Prevention Council within the Department of Health as an advisory board to develop and implement a unified ten-year statewide obesity prevention plan for children and adults.

Council responsibilities include promoting collaboration among public and private stakeholders, monitoring progress on obesity prevention strategies, developing approaches to address social determinants of health, and providing recommendations to state agencies and the legislature.

Council membership includes the Director of Health (chair), Director of Human Services, Superintendent of Education, a University of Hawaii medical school representative, one House member (appointed by Speaker), one Senate member (appointed by President), one Governor appointee, and additional members as determined by the council.

Council members serve without compensation and the state obesity prevention strategic plan shall be a public government record subject to disclosure under chapter 92F.

Appropriates unspecified funds from general revenues for fiscal year 2013-2014 to the Department of Health for child and adult obesity prevention programs including diabetes, cardiovascular disease prevention, nutrition, fitness, and early childhood health initiatives; effective July 1, 2050.
