Amends Section 200-16 to clarify that vessel owners bear all costs and risks of impoundment and disposal of unauthorized vessels, with proceeds first applied to impoundment costs, then mooring fees, with owners remaining liable for any shortfall.

Adds new subsection (b) to Section 200-31 establishing conditions under which vessel registrations cannot be renewed or transferred, including owner delinquency, pending citations, or vessel abandonment/impoundment.

Requires full payment of all impound fees and vessel-related charges before a registration can be transferred for vessels that are abandoned, grounded, derelict, unauthorized, or impounded under Section 200-16.

Takes effect upon approval by the Governor.
