Clarifies that equipment, articles, instruments, aircraft, vehicles, vessels, business records, and natural resources used in violation of Kahoolawe Island Reserve rules may be seized and forfeited pursuant to Hawaii Revised Statutes sections 199-7 and chapter 712A.

Adds new section to Chapter 6K specifying that forfeiture applies to prohibited activities designated through administrative rules and violations of fishing regulations within the island reserve.

Amends Section 6K-6 to require the Kahoolawe Island Reserve Commission to adopt rules providing for forfeiture under chapter 712A for violations subject to penalties under chapter 6K.

Responds to Hawaii Supreme Court decision in Carlisle v. One (1) Boat (2008) that required substantive offense provisions to specifically authorize forfeiture for natural resource violations.
