Amends Section 353-61, Hawaii Revised Statutes to allow designees to serve on the paroling authority nomination panel in place of the chief justice, director, bar association president, and social workers association president.

Specifies that the nomination panel shall submit at least three nominees for each vacancy in the paroling authority for the governor's consideration.

Limits the panel nomination requirement to initial terms only, allowing sitting members and chairpersons to be reappointed to consecutive terms without requiring panel nomination.

Takes effect upon approval.
