Amends Hawaii Revised Statutes Section 353-62 to clarify that the paroling authority must entitle prisoners to hearings before a three-member panel acting by majority vote.

Allows a parole hearing panel to proceed with two members if a sitting member must be recused due to a conflict of interest.

Amends Section 353-66 to add "chapter 134" offenses to the list of charges that disqualify parolees from the six-month maximum reimprisonment period for parole violations.

Adds provision granting credit for time served in custody to prisoners arrested outside Hawaii on a parole warrant from the date they return to the state.

Corrects the sunset provision in Act 139, Session Laws of Hawaii 2012, to reenact certain parole statutes in their form as they existed on June 30, 2012.
