Amends Hawaii Revised Statutes Section 329-11(e) to establish specific criteria for emergency scheduling of controlled substances by the administrator.

Requires the administrator to assess the degree of danger by evaluating the actual or possible abuse of the substance (including its history, pattern, scope, duration, and significance of abuse) and the risk to public health.

Mandates the Department of Public Safety post public notice 30 days prior to the effective date of emergency scheduling at the State Capitol, the Office of the Lieutenant Governor, and on the department's website.

Maintains that emergency scheduling remains temporary and is nullified if the next regular legislative session does not enact corresponding statutory changes.
