Establishes a priority-based allocation system for income earned by furloughed inmates, replacing the previous requirement to satisfy restitution and reimburse the State for room and board.

Prioritizes child support orders as the first obligation, to be paid at a rate determined by court order or a specified percentage of net monthly earnings, whichever is less.

Allocates 25 percent of net monthly earnings toward restitution, crime victim compensation fees, and other court-ordered fees and fines, in that priority order.

Requires reimbursement to the State for room and board costs at a rate established by the director, after child support and restitution obligations are met.

Defines "net monthly earnings" as gross income minus applicable federal and state income tax withholdings, with any remaining funds held in an individual account for the inmate; effective July 1, 2013.
