Authorizes the Director of Transportation to adopt rules requiring persons who use state commercial harbors, ports, facilities, docks, wharves, piers, and related structures to be held severally liable for losses, damages, costs, and expenses arising from their use or occupation.

Requires rules to include provisions mandating each party pay its own attorney's fees in claims, suits, and demands resulting from harbor use or occupation.

Amends Hawaii Revised Statutes Section 266-3 by adding new subsection (c) establishing the indemnification authority and renumbering the prior subsection (c) as subsection (d).

Takes effect on July 1, 2020.
