Increases the monthly board rate for foster care services paid by the Department of Human Services to foster boarding home parents, group homes, and child caring institutions under Hawaii Administrative Rules sections 17-1617-3 and 17-1617-4.

Addresses the fact that the monthly board rate has not been increased since 1990 and the current rate of $529 per child is insufficient to cover increased costs for food, housing, utilities, clothing, and other necessities.

Appropriates funds from general revenues for fiscal years 2013-2014 and 2014-2015 to implement the rate increase.

Requires the Department of Human Services to submit an initial report to the legislature no later than twenty days before the 2014 regular session and a final report no later than twenty days before the 2015 regular session detailing implementation status, costs, and number of affected foster children.

Effective date of July 1, 2051 (the specific new rate amount and appropriation sum are blank in the bill text).
