Designates mandatory recess dates for the Regular Session of 2014 as February 20th, 21st, 24th, 25th, and 26th pursuant to Article III, section 10 of the Hawaii State Constitution.

Designates additional recess dates for the Regular Session of 2014 as January 22nd and 24th, March 3rd and 5th, and April 7th, 9th, 28th, and 30th.

Requires concurrent approval of both the House of Representatives and Senate of the Twenty-seventh Legislature.
