Requests the Hawaii State Energy Office to conduct a feasibility study on creating a publicly funded integrated resource plan to meet the State's electric energy needs.

Directs the Hawaiian Electric Company, Hawaii Electric Light Company, and Maui Electric Company to cooperate with the Hawaii State Energy Office in performing the feasibility study.

Requires the Hawaii State Energy Office to report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2015 Regular Session.

Identifies that a publicly funded plan could independently address rapid changes in technology, demand, and lifestyles while identifying major alternatives and their pros and cons for public comment.

Emphasizes the plan should prioritize customer interests through energy conservation, efficiency programs, distributed generation options, and reliable service while meeting renewable portfolio standards and environmental regulations.
