Request the State Auditor to conduct a study on potential effects of allowing University of Hawaii graduate students to unionize.

Study should examine graduate student working conditions, compensation relative to cost of living and comparable institutions, workload variations by department, and potential costs to the University as employer.

Study should include analysis of effects from mandated increases in graduate assistant compensation and mandatory five-year funding for doctoral students.

Auditor must establish an Advisory Council including graduate student representation to assist with study development and execution.

Certified copies to be sent to the Auditor, University of Hawaii Board of Regents Chair, UH President, UH campus Chancellors, and UH at Manoa Graduate Student Organization President.
