Endorses and supports the Aloha+ Challenge, a statewide sustainability initiative based on Hawaii's participation in the Global Island Partnership (GLISPA).

Establishes six ambitious targets to be achieved by 2030: 70% clean energy (40% renewables, 30% efficiency), doubling local food production to 20-30% of consumption, reversing natural resource loss, reducing solid waste 50%, improving smart sustainable communities, and increasing green jobs and education.

Recognizes Hawaii's dependency on imports (95% of energy, 85% of food) costing over $8 billion annually, and aims to build a more secure, sustainable, and resilient island economy and environment.

Requests the Hawaii State Sustainability Coordinator submit a report by 20 days prior to the 2015 Regular Session on the launch of the Aloha+ Challenge, including recommendations for promoting action and tracking progress on statewide targets.

Directs the Governor to transmit copies to executive departments, county mayors, and the Office of Hawaiian Affairs Chair to facilitate statewide implementation and coordination.
