Encourages Hawaii to renew its commitment to clean energy by implementing hydrogen infrastructure in strategic areas throughout the state in alignment with fuel cell vehicle manufacturer timelines.

Encourages the High Technology Development Corporation to issue a request for proposals for private entities to build and operate hydrogen production facilities on state land in two counties using renewable feedstock and renewable energy.

Allows for decreased rent or other incentives to private entities in exchange for providing hydrogen fuel for state-operated hydrogen vehicles.

Directs certified copies of the resolution to be transmitted to the U.S. Assistant Secretary of Energy Efficiency & Renewable Energy, the Hawaii Governor, Hawaii Hydrogen Initiative members, and county councils.
