Urges the Governor to enter into a public-private partnership to build a new system of prisons, jails, and halfway homes for Hawaii, to be owned and operated by the State and its counties.

Directs the Governor to bring all Hawaii prisoners incarcerated on the mainland back to Hawaii by July 1, 2018.

Requires that a minimum of 70 percent of repayment costs be covered through cost savings and efficiencies compared to the existing system, in accordance with the Justice Reinvestment Act.

Mandates state departments issue a request for proposals by May 31, 2014, and the state select a private partner by December 31, 2014.

Requires the Governor to present final plans and a complete accounting of how the partnership will be implemented without increasing taxes at the January 2015 State of the State Address.
