Requests the Department of Agriculture to create a task force to examine opportunities for establishing mobile slaughterhouses in Hawaii to serve small-scale farmers and ranchers.

Task force to identify which counties would benefit from mobile slaughterhouses and analyze economic, environmental, and regulatory consequences and opportunities.

Task force membership to include representatives from the Board of Land and Natural Resources, Agribusiness Development Corporation, USDA, University of Hawaii College of Tropical Agriculture and Human Resources, county planning departments, Hawaii Farm Bureau Federation, and Cattlemen's Council.

Task force to examine needs by island, economic factors (development costs, operational costs, employment opportunities, financial sustainability), regulatory modifications at county/state/federal levels, and environmental impacts.

Task force required to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2015 Regular Session.
