Directs the Director of Business, Economic Development, and Tourism to establish a working group to develop standard contractual provisions for wireless telecommunication service providers using state public lands.

Requires the working group to research current regulations and administrative rules on leases, permits, and contracts for wireless telecommunication infrastructure on public lands and propose legislation or rule changes.

Mandates the working group to identify ways to reduce processing time for state agency permits and approvals for modern communications technology.

Specifies working group membership shall include the Attorney General, one Senate member appointed by the Senate President, one House member appointed by the Speaker, representatives from the wireless telecommunication industry, and other members as deemed necessary.

Requires the working group to submit findings, recommendations, and any proposed legislation or administrative rule changes to the Legislature no later than twenty days before the 2015 Regular Session.
