Urges the Department of Hawaiian Home Lands to submit a report to the Legislature regarding its policy to develop rental properties for occupancy by its beneficiaries.

Urges the Department to ensure that beneficiaries will not lose their place on the homestead waitlist while residing in a Department rental property.

Notes that 68% of low-income Native Hawaiians and 75% of very low-income Native Hawaiians experience housing problems.

References a 26,550-person waitlist for homestead leases as of September 2012 and a 32% mortgage delinquency rate in fiscal year 2012.

Requires transmission of a certified copy of the resolution to the Chairperson of the Hawaiian Homes Commission.
