Encourages the President of the Senate and Speaker of the House of Representatives to establish a joint legislative committee on rail transit development related to Honolulu's $5.5 billion Honolulu Rail Transit Project.

Committee should consider issues relating to state land and facilities, infrastructure, and public transportation within a one-half-mile radius of planned rail transit stations.

Requests the committee to collaborate with the Honolulu Authority for Rapid Transportation and the City and County of Honolulu on planning and design of proposed transit stations.

Directs the joint legislative committee to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Requires certified copies of the resolution be transmitted to the Senate President, House Speaker, Executive Director of the Honolulu Authority for Rapid Transportation, and Mayor of Honolulu.
