Request the Hawaii Access to Justice Commission to convene a working group to develop an educational loan repayment program for William S. Richardson School of Law graduates pursuing public interest careers serving underserved communities.

Working group composition includes members from the Access to Justice Commission, law school faculty and staff, student and alumni bar associations, Hawaii State Bar Association, a retired state supreme court justice, legal service providers, Hawaii Justice Foundation, and representatives from the House, Senate, and Governor's Office.

Working group tasked to explore alternative methods encouraging law graduates to pursue public interest law, assess compatibility with federal loan repayment programs, consider establishing a post-graduate apprenticeship incubator program, and draft proposed legislation if needed.

Working group participants shall not be considered state employees based solely on their participation in the group.

Final report with findings, recommendations, and any proposed legislation due to the Legislature no later than 20 days before the 2015 Regular Session convenes.
