Authorizes the Board of Land and Natural Resources to issue a term, nonexclusive easement for seawall purposes on state submerged lands at tax map key (1) 6-8-010: seaward of 021, at Mokuleia, Waialua, Oahu.

Addresses erosion that reduced the buildable lot area from 9,326 square feet to 6,407 square feet, with a rock seawall now encroaching approximately 144 square feet onto submerged state lands.

The seawall was authorized after-the-fact by the City and County of Honolulu via shoreline setback variance on December 21, 2009.

The Board of Land and Natural Resources approved the easement request on May 24, 2013, conditioned on the property owner paying fair market value as determined by appraisal.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53 for leasing state submerged lands; a certified copy shall be transmitted to the Board of Land and Natural Resources Chairperson.
