Authorizes the Board of Land and Natural Resources to issue a term, nonexclusive easement for seawall purposes on state submerged lands at tax map key (1) 6-8-010 in Mokuleia, Waialua, Oahu.

Addresses erosion that reduced the buildable lot area of the property from 9,407 to 6,477 square feet, with portions of an authorized rock seawall now encroaching approximately 143 square feet onto state submerged lands.

Board of Land and Natural Resources approved the easement request from owner Sutton Family Partners on May 24, 2013, pending payment of fair market value as determined by appraisal.

Legislative authorization is required under Hawaii Revised Statutes section 171-53, which mandates prior approval of the Governor and prior authorization by concurrent resolution to lease state submerged lands.
