H.C.R. 12 Summary

• Requests University of Hawaii to affirm commitment to Title IX of the Education Amendment Act of 1972 and the Violence Against Women Reauthorization Act 2013 in preventing sexual violence on campuses.

• Directs UH to designate a Title IX compliance coordinator, publish nondiscrimination notices, adopt complaint procedures, implement education programs, and provide training to staff and students on identifying and reporting harassment.

• Requires UH to formulate plans addressing gender discrimination and violence specific to each campus and revise policies to comply with Title IX and VAWA requirements.

• Mandates a study on sexual violence prevalence across all UH System campuses and development of streamlined procedures for handling complaints and ensuring timely institutional response.

• Requires UH to submit a comprehensive report on Title IX and VAWA policies, procedures, staffing, and statistics to the Legislature no later than twenty days before the 2015 Regular Session.
