Request the Legislative Reference Bureau to study the feasibility of establishing the Office of Information Practices on a permanent basis, administratively attached to the Department of Accounting and General Services

Study should consider whether positions within the Office of Information Practices can be made subject to Civil Service Law under chapter 76, Hawaii Revised Statutes

Office of Information Practices currently operates on a temporary basis and is attached to the Office of the Lieutenant Governor for administrative purposes

Legislative Reference Bureau must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes

Establish permanent status to provide stability and continuity in legal opinions affecting state and county agencies while promoting independence from political influence
