Requests the Department of Accounting and General Services to conduct a cost-benefit analysis of replacing landscape irrigation systems at state facilities.

Analysis must evaluate financing options, life cycle and operational costs of new systems, and payback periods based on water and electricity savings.

Department must select facilities with different types and ages of irrigation systems to compare current operating costs with estimated costs of new systems.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2015.

Identifies water conservation and efficient irrigation systems as potential methods to lower state facility operating costs.
