Requests the Hawaii Department of Education to collect and report aggregated data linking probationary teachers' summative performance ratings to their respective teacher preparation programs.

Requires the Department of Education to submit findings to the Legislature and Board of Education no later than twenty days prior to the convening of the regular session of 2015.

Emphasizes that teacher education program quality is a predictive factor of teacher success and that local-level data collection and analysis is needed to determine correlations between teacher preparation programs and classroom effectiveness.

Notes that existing teacher education program ratings often lack adequate methodology and do not examine outcomes of teachers trained in evaluated programs.
