Requests each county council to hold public informational meetings to educate communities about clean and sober homes and halfway houses in their vicinity and encourage county agencies to issue required permits under Hawaii Revised Statutes section 46-4(e).

Encourages county councils to balance community concerns with the needs of individuals requiring support from clean and sober homes and halfway houses.

Encourages county councils to develop monitoring plans for clean and sober homes and halfway houses to ensure compliance with occupancy and zoning requirements using appropriate regulatory practices.

Directs transmission of the resolution to the chairs of the County Councils of Hawaii, Kauai, and Maui and the Honolulu City Council.
