Request Hawaii Housing Finance and Development Corporation to convene and chair a working group including state agencies, counties, federal agencies, private developers, and community organizations to produce a comprehensive statewide housing plan addressing the 2011 Hawaii Housing Planning Study's identified shortage of up to 50,000 housing units needed by 2016.

Comprehensive statewide housing plan should include an array of housing options for sale and rent at all income levels, with particular focus on affordable rental housing and moderate-income "gap group" families.

Oahu portion of the housing plan should integrate housing options into all transit-oriented developments at planned light rail stations, as over 30 percent of Honolulu households planning to move prefer proximity to rail stations.

Working group members receive no compensation but may be reimbursed for incidental expenses including travel; Hawaii Housing Finance and Development Corporation to provide administrative, professional, technical, and clerical support.

Participants requested to brief the Legislature in June 2014 and January 2015 on progress; legislative committees to host informational briefings in those same months to provide public opportunity to hear about housing development plans.
