Commends and supports the Pacific International Space Center for Exploration Systems (PISCES) for developing basaltic concrete and additive manufacturing technologies in collaboration with NASA and private industry partners including HoneyBee Robotics, Ontario Drive Gear, and Shackleton Energy

Recognizes that Hawaii's volcanic basalt is chemically similar to lunar and Martian regolith, positioning PISCES as a global leader in technologies for constructing facilities on other planetary bodies

Requests state collaboration with PISCES, county agencies, and private industry to explore applications of basaltic concrete and additive manufacturing to reduce Hawaii's dependence on imported concrete

Notes that PISCES is one of four strategic partners selected by NASA to participate in a two to three year funded research program on three-dimensional additive construction using basalt regolith

Directs transmission of certified copies to the NASA Administrator, Director of the Office of Aerospace Development, and Chairperson of PISCES Board of Directors
