Encourages the Department of Public Safety to enter into a public-private partnership agreement for planning, design, construction, and financing of expanded, renovated, or new correctional facilities statewide.

Supports future appropriations and land or property agreements (including sales, exchanges, or leases) necessary for the Department of Public Safety to meet payment obligations under the partnership agreement.

Requires community and public input opportunities on proposed correctional facility projects and their locations.

Stipulates that correctional facilities developed through the partnership must be operated and managed by the State, not by private companies.

Authorizes the Department of Public Safety to potentially leverage state land and property equity value to reduce future costs through the public-private partnership structure.
