Expresses concern that high licensing fees could create barriers for individuals entering or remaining in healthcare facility operations, particularly for adult residential care homes and expanded adult residential care homes.

Notes that licensing fees would likely be passed to patients, many of whom receive government assistance, resulting in transfer of funds between government agencies rather than generating new revenue.

Warns that prohibitively high fees could force healthcare facilities out of business, reducing available care options and straining the state's health care capacity.

Requests that the Department of Health Director receive a certified copy of this concurrent resolution.
