Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement covering 2,387 square feet of state submerged and reclaimed lands at Waiohuli-Keokea Homesteads, Kihei, Maui (Tax Map Key 2-3-9-012:004).

Easement permits maintenance, repair, replacement, and removal of an existing seawall and rubble rock revetment constructed prior to 1964 for coastal protection of the property at 1786 Halama Street.

Grantees are O. Joachim and Inge J. Granzow, Trustees of the O. Joachim Granzow and Inge Granzow Family Trust (dated June 1, 1990), and Joachim Wilhelm Granzow and Christian Lars Granzow.

Board of Land and Natural Resources previously approved this fifty-five year term easement on June 10, 2010, with the Office of Conservation and Coastal Lands determining in 2006 that the encroachment would have no adverse impact on natural resources, beach resources, or public access.

Legislative authorization by concurrent resolution is required under Hawaii Revised Statutes section 171-53 for leasing state submerged lands.
