Designates July 20, 2014, as "Tranquility Base Day" in Hawaii to commemorate the 45th anniversary of the Apollo 11 lunar landing at Tranquility Base.

Acknowledges Hawaii's significant contributions to the Apollo program, including the Kokee Tracking Station on Kauai for communications relay and the use of Hawaiian volcanic landscapes for astronaut training between 1965 and 1972.

Recognizes Hawaii's role in the splashdown and recovery of the Apollo 11 astronauts and command module, including quarantine facility transport from Pearl Harbor to Hickam Air Force Base.

Urges the United Nations Educational, Scientific and Cultural Organization to include Tranquility Base and associated artifacts on the World Heritage List alongside other renowned landmarks.

Directs transmission of certified copies to the Governor and UNESCO Director-General.
