Authorizes the Board of Land and Natural Resources to issue a 55-year lease and non-exclusive easement to Lana'i Resorts, LLC for submerged and fast lands at Manele Small Boat Harbor on Lana'i (tax map key 4-9-17:06).

Lana'i Resorts agrees to pay all costs ($500,000-$600,000) for construction and installation of a floating and loading dock by the Division of Boating and Ocean Recreation, replacing the original marina plan deemed impractical after 2010-2011 tsunami damage.

The floating dock will allow mooring and commercial activities under Lana'i Resorts' control, plus temporary use by Expeditions ferry service and Trilogy commercial boating operations during tsunami restoration work.

Lana'i Resorts must complete a topographical map of the harbor's submerged floor and cultural resource survey at its own expense to assess harbor expansion possibilities.

As lessee, Lana'i Resorts will maintain utilities, the floating dock, related improvements, and harbor landscaping, and pay base rent plus a percentage of revenues.
