Director of Human Services is requested to rebase basic prospective payment system rates for intermediate care facilities serving individuals with intellectual disabilities effective July 1, 2015, using cost reports from the base year ending June 30, 2013.

Current payment rates were established in fiscal year 2008 based on cost reports from base year ending June 30, 2005, and have not been rebased for nine years despite administrative rules requiring rebasing within eight years.

Inflation adjustments to payment rates have been suspended since fiscal year 2012, creating financial burden on facility operators serving Medicaid recipients.

Director of Health is urged to include sufficient funding in the 2015-2017 biennium budget to cover any increase in payment system rates resulting from the rebasing.

Certified copies are to be transmitted to the Governor, Director of Human Services, and Director of Health.
