Requests Hawaii's Congressional Delegation to introduce legislation before the United States Congress to overrule the Buckley v. Valeo (1976) and Citizens United v. Federal Election Commission (2010) Supreme Court decisions.

Urges the United States Supreme Court to overrule its previous decisions in Buckley and Citizens United to allow for meaningful campaign finance reform at both federal and state levels.

Notes that Hawaii state law is bound by federal constitutional rulings on campaign finance and that only a federal constitutional amendment or Supreme Court reversal can enable meaningful campaign finance reform in Hawaii.

References testimony from Hawaii's Attorney General stating that even a Hawaii constitutional amendment cannot override the Citizens United and Buckley decisions' restrictions on campaign finance regulation.

Directs that certified copies of the resolution be transmitted to Hawaii's Congressional Delegation and the Chief Justice of the United States Supreme Court.
