State Attorney General requested to convene an anti-graffiti task force chaired by the Attorney General or designee to develop comprehensive recommendations addressing education, prevention, enforcement, community involvement, legislation, and graffiti removal.

Task force composition includes the Director of Public Safety, Superintendent of Education, Executive Director of Hawaii State Foundation on Culture and the Arts, President of the Senate, Speaker of the House, a Judiciary representative appointed by the Chief Justice, and a county police chief.

Task force directed to consider developing graffiti definitions for legislation, creating school-based anti-graffiti programs and youth diversion activities, controlling access to spray paint and related items at retail locations, and requiring retailers to post graffiti law signage.

Task force must develop legislation to reduce graffiti vandalism, establish community graffiti hotlines and removal teams, and determine spending on graffiti removal at schools and public spaces.

Task force required to submit a report with findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session convenes, with input from retail industry representatives and community cleanup groups.
