Urges the Department of Transportation to prohibit heavy trucks (gross vehicle weight of 10,000 pounds or more) from driving in the left-most lane of interstate highways except during lane closures, accidents, and emergency situations.

Notes that more than 20 states have enacted laws restricting heavy trucks from the left-most lane, which studies show improves traffic flow and safety.

References a 2009 Louisiana State University review of case studies showing lane restrictions reduce overall crash rates by approximately 10 percent.

Directs certified copies of the resolution to be transmitted to the Director of Transportation and the chiefs of police for the Hawaii, Honolulu, Kauai, and Maui police departments.
