Request the Board of Regents of the University of Hawaii to study the feasibility of separating the University of Hawaii system into three independent systems: one for the University of Hawaii at Manoa, one for the community colleges, and one for the University of Hawaii-West Oahu and the University of Hawaii at Hilo.

Encourage the Board of Regents to retain an independent educational expert to conduct the study.

Require the Board of Regents to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Propose that the University of Hawaii at Manoa become financially self-sustaining with limited state funding, while the community colleges, University of Hawaii-West Oahu, and University of Hawaii at Hilo continue to receive state funding as teaching institutions.
