Urges Hawaii's congressional delegation to introduce federal legislation providing funding to the Department of Hawaiian Home Lands (DHHL) for its Homestead Program, including infrastructure development.

Recognizes that the DHHL Homestead Program provides native Hawaiians with ninety-nine-year leases at $1 annual rent with options for one hundred-year extensions for residential, agricultural, aquacultural, or pastoral use.

Notes that thousands of native Hawaiians have waited years or decades for land leases due to DHHL's limited financial resources for critical infrastructure such as roads, water lines, and sewer lines.

Directs transmission of certified copies of the resolution to members of Hawaii's congressional delegation and the Chairperson of the Hawaiian Homes Commission.
