Urges Hawaii's congressional delegation to introduce federal legislation providing long-term restoration funding for the Kahoolawe Island Reserve.

Notes that Kahoolawe was conveyed back to the State of Hawaii under Title X of the 1994 Department of Defense Appropriations Act.

States that the Kahoolawe Island Reserve Commission, established under Hawaii Revised Statutes chapter 6K, administers the reserve while held in trust for a future Native Hawaiian sovereign entity.

Acknowledges that the initial $44,000,000 federal appropriation for environmental restoration and archaeological activities is insufficient to establish a sustainable long-term endowment.

Requires certified copies of the resolution be transmitted to Hawaii's congressional delegation members and the Kahoolawe Island Reserve Commission Chairperson.
