Requests the Office of Hawaiian Affairs to consider renegotiating its settlement with the State regarding past due revenue from the public land trust dating from November 7, 1978 through June 30, 2012.

Notes that in April 2012, Governor Neil Abercrombie signed Act 15 transferring approximately 25 acres of ceded land (primarily Kakaako land) valued at $200,000,000 to settle the Office of Hawaiian Affairs' claims to public land trust income and proceeds.

Contends the land transfer was inadequate compensation because the amount and quality of land is not proportional to its estimated value and lacks sufficient acreage to generate required revenue.

Argues the settlement unfairly deprived the Office of Hawaiian Affairs of its constitutional right to receive past income and proceeds and diminished benefits for Native Hawaiian programs.

Directs certified copies of the resolution be transmitted to the Governor and the Chairperson of the Office of Hawaiian Affairs.
