Requests the University of Hawaii and Department of Labor and Industrial Relations to conduct a county-by-county review of workforce requirements for professional and paraprofessional elder care partners over the next decade.

Directs the review to address Hawaii's rapidly growing elderly population, which is increasing between two and three times the national average.

Requires submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Acknowledges existing University of Hawaii programs addressing elder care needs, including the Geriatric Department, School of Nursing, Elder Law Program, and Kapiolani Community College's Kupuna Education Center.

Directs certified copies be sent to the Governor, Director of Labor and Industrial Relations, and leadership of the University of Hawaii System and Kapiolani Community College.
