Establishes a task force within the Department of Accounting and General Services to plan and coordinate celebration of the State Foundation on Culture and the Arts' 50th anniversary in 2015.

Task force composition: 3 members selected by Senate President, 3 by House Speaker, 5 by Governor, 4 by Comptroller (at least 2 Foundation employees), plus Comptroller as ex officio member.

Requires task force to develop and coordinate celebration events from July 1, 2014 through December 31, 2015, and submit report to Legislature no later than 20 days before 2015 Regular Session.

Report must include events planned and executed, detailed implementation plan for remaining recommendations, and identification of procedures for disbursement of public funds.

Task force exempt from state open meetings law (Chapter 92) and members not considered state employees for benefits purposes (Chapter 84).
