Urges county councils to enact legislation addressing the conversion of traditional resort hotel rooms into condominiums, condominium hotels, timeshares, or individual vacation units by removing incentives, defining lodging categories, and instituting zoning ordinances for conversion projects.

Notes that Hawaii lost 15 percent of traditional resort hotel rooms between 2000 and 2011 while individual vacation units increased 821 percent, resulting in 3,250 job losses in the accommodations sector and $34,000,000 annual tax revenue loss between 2006 and 2011.

Requests the Department of Business, Economic Development, and Tourism, in coordination with the Hawaii Tourism Authority, to provide monthly public reports tracking growth and loss of full-time equivalent jobs and average wages in the visitor industry.

Directs transmission of certified copies to Hawaii's congressional delegation, Hawaii Tourism Authority leadership, state directors, county mayors, and county council chairs.
