Requests the Hawaii Health Connector and Insurance Division to develop a plan for transitioning Hawaii's state health insurance exchange to the federal exchange or propose an alternative solution.

Cites the Hawaii Health Connector's difficulty achieving financial sustainability by the January 1, 2015 deadline required by the Affordable Care Act, attributing this partly to Hawaii's high existing insurance coverage under the Prepaid Health Care Act.

Directs the agencies to propose an orderly transition plan while maintaining compliance with the Prepaid Health Care Act and establishing the Hawaii Health Connector as an informational resource only.

Requires submission of a report to the Legislature at least 20 days before the 2015 Regular Session outlining the wind-down process for the state exchange and implementation of the federal exchange.

Directs certified copies be transmitted to the Governor, Directors of Health, Commerce and Consumer Affairs, and Finance, and the Executive Director of the Hawaii Health Connector.
