Requests the Office of Elections to seek funding to reestablish polling places that closed in 2010 and 2012, or provide reasonable alternative polling locations in affected districts.

Notes that 97 polling places closed in 2010 due to budget shortages and additional closures occurred in 2012 under Act 100, which closed locations with fewer than 500 voters.

Cites Hawaii's declining voter turnout rates (currently ranked 51st among states and D.C.) and that polling place reductions disproportionately affect rural areas and neighbor island districts.

Directs the Office of Elections to disseminate information about reestablished or newly formed polling places to affected registered voters.

Requires the Office of Elections to report on voter registration and turnout differences by district and evaluate the effectiveness of additional polling places on voter participation by 20 days before the 2015 Regular Session.
