Urges the Office of Elections to increase the number of early walk-in voting locations beyond the two existing sites (Honolulu Hale and Kapolei Hale) available in 2014.

Requests the Office of Elections to particularly consider University of Hawaii system campus locations as convenient sites for additional early voting access.

Notes that 44.5% of eligible Hawaii citizens voted in 2012 and that approximately 46% of Honolulu ballots cast in 2012 were absentee or early walk-in votes.

Emphasizes that improved voting convenience and access may increase participation among younger voters and support democratic governance.

Directs that a certified copy of the resolution be transmitted to the Chief Election Officer.
