Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering state submerged lands at Heeia, Koolaupoko, Oahu (Tax Map Key: (1) 4-6-001: seaward of 014).

Easement permits maintenance, repair, and use of an existing pier and improvements that have been in place since at least 1949.

Resolves an encroachment issue involving property owners Bernice Bailey, Frederick Bailey, Jr., and Susan Koehler that was identified by the Department of Land and Natural Resources in 2012.

Complies with Hawaii Revised Statutes section 171-53 requirement for prior legislative authorization to dispose of state submerged lands.

Directed to the Board of Land and Natural Resources Chairperson upon passage by both chambers of the legislature.
